Airtable requires users to grant permission to third party integrations (Like Relay.app) on a per base basis. That means that for any base you want to use in a Relay.app automation, you need to go to Airtable settings and specifically add that base to the set that Relay.app has access to.
Here's how to do that:
In the Account menu in the top right, select Integrations.
Navigate to the Third-party integrations tab.
Select Relay.app.
For convenience, most users select sharing "All current and future bases in all current and future workspaces", but if you prefer to share access at a more granular level, you can select a particular workspace or base.
Each Airtable base can only have 2 webhook subscriptions from a given OAuth connection. That sentence was a bit technical, but the practical implication is that you can only have two "instant" triggers per Airtable base. After the initial 2, you can still add more triggers, but they will run only every 15 minutes.
